The NYS Comptroller's Fiscal Stress Monitoring System (FSMS) evaluates local governments on two dimensions: a Fiscal Stress Score measuring financial health indicators, and an Environmental Stress Score measuring socioeconomic and demographic risk factors.
Higher scores indicate greater stress (0 = no stress, 100 = significant stress). The scoring methodology changed in 2017 from a weighted fraction system (0–1.0 scale) to a direct 100-point scale. Pre-2017 scores are normalized to 0–100 for comparability.
